Fractional HR vs Bambee: Which One Fits Your Small Business?

    October 13, 2026
    11 min read

At a lot of small companies, asking to speak to HR means the owner spins around in the same chair, or it's a second job for whoever already runs payroll. That works right up until the day it doesn't, usually around the time you hit 15 or 20 people and somebody files a complaint about the person who would be handling the complaint.

That's when most owners start looking at two options, a service like Bambee or a fractional HR leader. Both promise to get HR off your plate. They do it in very different ways, at very different price points and for very different stages of a company.

So, here's the comparison I wish someone had handed you before the sales calls started, including what each one costs today, what you actually get and how to tell which one fits your business.

What's the Difference Between Fractional HR and Bambee?

The difference is who does the work. Bambee is an outsourced HR platform that pairs your company with an HR Manager and a support team, plus software that tracks your policies, compliance and employee issues. Fractional HR is one senior HR leader, usually someone who has run HR as a director or executive, who works inside your business part time and owns the work start to finish.

Think of Bambee as an HR service you subscribe to and fractional HR as an HR leader you bring onto the team. One gives you a platform with people behind it. The other gives you a person with a plan.

A lot of owners lump them together, and so do the AI tools. Ask five owners what Bambee is and you'll hear a PEO, an HR app and a fractional HR firm. It's none of those exactly. It isn't a PEO, so it doesn't become a legal employer of your people, and it isn't one consultant who learns your business the way a fractional HR leader does.

The Takeaway: Bambee sells you a platform with HR people behind it. Fractional HR gives you one senior HR leader who knows your business and does the work.

Ask the internet who should handle your HR and you get more business cards than answers.

How Fractional HR and Bambee Compare on Services and Support

Both cover the core HR functions most small companies are missing, like an Employee Handbook, policies, compliance with state law and help when an employee issue comes up. The real difference shows up in how much of the thinking and the doing lands on you.

Bambee's current plans are built in layers. Its pricing page describes an Observation plan that watches your company and flags issues, a Supervision plan that works with your managers and people and a Management plan that takes responsibility for defined practices and issues.

Behind that sits a team, with roles like HR Manager and Staff Coordinator, a customer support line for everyday questions and a platform that runs it all. It's built for ease of use, so an owner can log in and see what needs attention without learning HR. For an owner who wants HR support that runs in the background, that's a real offer.

A fractional HR leader works the other way around. Instead of a platform that flags things for you, you get one experienced person who sits with your leadership team, learns how your company actually runs and builds what's missing.

That means the Employee Handbook, job descriptions, a pay structure, someone to coach your managers, a plan for the termination you've been putting off and a clear roadmap with dates on it.

The spec sheet below lines up the things owners ask about most.

Side by side spec sheet comparing Bambee and a fractional HR leader on who does the work, how custom it is, strategy, manager coaching, terminations and how it is priced
Same goal, very different way of getting there.

The part owners underestimate is the decision maker problem. A platform can tell you that a manager stopped doing check ins, and that's useful functionality. It can't sit in your leadership meeting and tell you the manager isn't the problem, the way you promoted him is. That kind of call takes someone who has watched it happen at a lot of companies and knows yours well enough to say it out loud.

The Takeaway: If you mostly need HR support that keeps you compliant in the background, a platform like Bambee fits. If you need someone to fix how your company actually runs, that's a fractional HR leader's job.

How Much Do Fractional HR and Bambee Cost?

Bambee costs less, and fractional HR does more. That's the short version, so let's put real numbers on it.

If you've heard "$99 a month," that number is old. Plenty of forum posts and even some AI answers still quote it, but Bambee's own pricing page now lists plans starting from $199 a month for Observation, $799 a month for Supervision and $1,499 a month for Management, and the price scales with your company.

Everybody can quote the monthly price, and almost nobody can tell you what they got for it, so ask for the plan details in writing before you sign.

Fractional HR is priced by the leader, not by headcount. Go Fractional tracks real rates on its platform and reports that a fractional CHRO costs about $6,500 to $11,100 a month at a typical 13 hours a week. Many fractional leaders, me included, don't count hours with you. You pay one flat monthly fee for a defined scope, and the leader puts in what the job needs.

The cheapest line on the chart is also the one that leaves the most work on your desk.

The cheaper option isn't always cheaper, though. One bad termination, one missed overtime rule or one great employee who quits because of a bad manager can cost more than a year of either one. I wrote about how fast that bill grows in pay and classification problems growing companies ignore.

The Takeaway: Bambee is the lower monthly number. Fractional HR is a bigger number that buys senior judgment and hands on work, so compare what each one takes off your plate, not just the price.

Does Bambee Provide Strategic HR Guidance Like a Fractional HR Leader?

Not in the same way. Bambee's higher plans include manager coaching and help preparing decisions, like whether to correct or terminate an employee, and its own page says the final calls stay with you. That's helpful, but it's support for decisions, not leadership of your people strategy.

Strategic HR guidance means someone helps you decide how your company should be built, not just whether a policy is current. It's questions like who should report to whom, which roles to hire next, how to pay people fairly as you grow and how to turn your best individual contributor into a manager who doesn't burn out the team. A fractional HR leader works on those with you every month, because that's the job.

It also matters who answers when it gets serious. When a termination is on the table, I set your managers up to run the meeting with a script, the steps and answers to the questions they'll get, and I join by video when they ask or when I think they need it. For the legal side, HR prepares and your employment attorney reviews. That's how it should work, and it's why I tell owners that HR help and legal help aren't the same thing.

The Takeaway: Bambee helps you make HR decisions. A fractional HR leader helps you run the people side of your company.

Pros and Cons of Fractional HR and Bambee

Every option has a tradeoff, and both of these have real ones.

Bambee pros: a lower monthly cost, a platform that tracks compliance and policies, an HR team and support line for everyday questions, and coverage for companies up to 500 employees in all 50 states, according to Bambee's site. For a very small shop, plenty of owners say a low cost HR service is better than nothing and way better than the boss pretending to be HR.

Bambee cons: it's a standardized service, so it's less customizable and less tailored to how your company works, and the work runs through a platform and a team rather than one leader who knows your business. Reviews are mixed, with Bambee rated 2.7 out of 5 on Trustpilot across about 1,600 reviews, so read them before you sign.

Fractional HR pros: senior judgment from someone who has done this at many companies, work built around your business instead of a template, hands on help with the messy stuff like terminations, pay and managers, and one partner who owns the outcome instead of an extra feature on a software plan.

Fractional HR cons: it costs more each month, the quality depends completely on the person you hire, and a fractional leader isn't sitting at a desk in your office every day. Pick someone with real executive experience, not someone who's learning on your dime.

The Takeaway: Bambee wins on price and convenience. Fractional HR wins on judgment, ownership and fit.

Which Is Better for a Small Business, Fractional HR or Bambee?

The best fit for your business depends on your size, your problems and how much you want to keep doing yourself.

Bambee fits best if you have a handful of employees, your needs are mostly a handbook, required notices and compliance basics, and you're comfortable making the calls yourself with some support.

Fractional HR fits best if you're somewhere around 12 to 350 employees, you're too big to wing it and too small for a full time HR hire, and the problems are getting more expensive. That's managers who were promoted without training, pay that grew one offer at a time, turnover you can't explain, a termination you've been avoiding or a growth plan that needs a people plan behind it. I explain how it works week by week in how fractional HR leadership works for growing companies.

State law can tip it too. In California, for example, the rules keep moving, and the Labor Commissioner's office now points employers to a new annual notice of workers' rights under SB 294. If you have people in California or in more than one state, you want someone who knows those rules and knows your business. That's a big part of the California HR support I do.

If you're looking for a Bambee alternative because you've outgrown the basics, a fractional HR leader is usually the next step up, not another platform. Some companies use both, with a platform for the basics and a fractional leader for strategy. That can work, as long as one person owns the plan so things don't fall between two vendors.

The Takeaway: Choose Bambee if you need a safety net. Choose fractional HR if you need a leader.

When Should You Choose Fractional HR Instead of Bambee?

Choose fractional HR when the problem is bigger than a missing policy, and these are the signs I see most often.

    • You've had the same employee issue come back three times, and it has a manager's name on it.
    • You're about to terminate someone and you're not sure the paperwork will hold up.
    • Your best people are leaving, and the exit reasons all sound the same.
    • You're growing fast and nobody has decided how roles, pay or reporting lines should work.
    • You want someone who will tell you the truth about your leadership team, including you.

If two or more of those sound familiar, you need judgment more than you need software. My Fractional HR Leadership service starts with an assessment of where your risk is, then a 90 day build where I do the hands on work, and the FAQ covers how the flat monthly fee works.

The Takeaway: When the same problem keeps coming back, you don't need another tool to flag it. You need someone to fix it.

Is Bambee good for a small business?

It can be a good fit for very small companies that mainly need a handbook, compliance basics and someone to ask questions. Companies with growing teams, manager problems or complex employee issues usually need a fractional HR leader's judgment.

Yes. Some companies use a platform for the basics and a fractional HR leader for strategy and the hard calls. Just make sure one person owns the overall plan so nothing falls between the two.
